Definition

Let q≥0q \ge 0 be an integer. Let Γq\Gamma_q be the groupoid whose objects are the points of ℝq\R^q. Its arrows from aa to bb are the germs at aa of local diffeomorphisms ϕ\phi of ℝq\R^q with ϕ(a)=b\phi(a) = b. Give the set of arrows the sheaf topology, in which the germs at nearby points of one local diffeomorphism form an open set. Let XX be a topological space. A Γq\Gamma_q-cocycle on XX is given by an open cover (Ui)i∈I(U_i)_{i \in I} of XX and continuous maps γij ⁣:Ui∩Uj→Γq\gamma_{ij} \colon U_i \cap U_j \to \Gamma_q such that γik(x)=γij(x) γjk(x)for all x∈Ui∩Uj∩Uk.\gamma_{ik}(x) = \gamma_{ij}(x) \, \gamma_{jk}(x) \quad \text{for all } x \in U_i \cap U_j \cap U_k. Two Γq\Gamma_q-cocycles are equivalent if their union, over the disjoint union of the two index sets, is again a Γq\Gamma_q-cocycle. A Haefliger structure of codimension qq on XX, or Γq\Gamma_q-structure, is an equivalence class of Γq\Gamma_q-cocycles.

Remarks

The cocycle condition with i=j=ki = j = k shows that γii(x)\gamma_{ii}(x) is the germ of the identity at a point fi(x)∈ℝqf_i(x) \in \R^q, and this defines continuous maps fi ⁣:Ui→ℝqf_i \colon U_i \to \R^q. The germ γij(x)\gamma_{ij}(x) goes from fj(x)f_j(x) to fi(x)f_i(x), so near xx the local maps satisfy fi=ϕ∘fjf_i = \phi \circ f_j for a representative ϕ\phi. The same definition works with any topological groupoid in place of Γq\Gamma_q.

Example: let ℱ\mathcal{F} be a foliation of codimension qq of a manifold XX, given by submersions fi ⁣:Ui→ℝqf_i \colon U_i \to \R^q with fi=gij∘fjf_i = g_{ij} \circ f_j on overlaps for local diffeomorphisms gijg_{ij}. Taking γij(x)\gamma_{ij}(x) to be the germ of gijg_{ij} at fj(x)f_j(x) gives a Γq\Gamma_q-cocycle, since the transition maps compose as gik=gij∘gjkg_{ik} = g_{ij} \circ g_{jk} near each point. Another example: any continuous map f ⁣:X→ℝqf \colon X \to \R^q gives a Γq\Gamma_q-structure with one open set U1=XU_1 = X and γ11(x)\gamma_{11}(x) the germ of the identity at f(x)f(x).

Non-example: let XX be a point, U1=U2=XU_1 = U_2 = X, γ11=γ22=γ21\gamma_{11} = \gamma_{22} = \gamma_{21} the germ of the identity at 00 and γ12\gamma_{12} the germ of t↦2tt \mapsto 2t at 00. The cocycle condition fails for (i,j,k)=(1,2,1)(i, j, k) = (1, 2, 1), since γ12γ21\gamma_{12} \gamma_{21} is the germ of t↦2tt \mapsto 2t and not that of the identity.

Haefliger structures pull back along continuous maps. For a CW complex XX, homotopy classes of Γq\Gamma_q-structures on XX correspond to homotopy classes of maps from XX into a classifying space BΓqB\Gamma_q.
