Definition
Let be a group and let be a topological space. Let act on by homeomorphisms. The action is properly discontinuous if, for all compact subsets , the set is finite.
Remarks
When is Hausdorff and locally compact, the action is properly discontinuous if and only if the action of with the discrete topology is proper. In covering space theory, some authors use the term for the weaker condition that each point has a neighbourhood with for all .
Example: let act on by translations. If and lie in the ball of radius about , then forces . Only finitely many satisfy this, so the action is properly discontinuous.
Non-example: let act on by . For , every satisfies , so the set is infinite. So the action is not properly discontinuous.
