Definition
Let be a topological group and let be a topological space. Let act continuously on , that is, let a group action , , be continuous. The action is proper if the map is a proper map, that is, continuous, closed, and with compact fibres.
Remarks
When and are Hausdorff and locally compact, is proper if and only if the preimage of every compact set is compact. Then the action is proper if and only if, for every compact , the set is compact.
Example: let act on by . For compact , the condition forces , so the set of such is finite, hence compact in . So the action is proper.
Non-example: let under multiplication act on by . For , the point lies in for every , so the set of such is all of , which is not compact. So the action is not proper.
Every continuous action of a compact Hausdorff group on a Hausdorff space is proper.
